The purpose of the Equal Opportunity and Civil Rights Advisory Commission (EO CRAC) is to advise and make recommendations to the Board of Supervisors on matters relating to equal opportunity as part of the Equal Opportunity Plan for the County of Monterey (EOP), recommend goals and timetables regarding the EOP for departments and the County, and review annually and make recommendation of the progress of departmental plans and furtherance of the EOP goals for equal opportunity.

The Commission members represent the five supervisory districts, department heads, and designated organizations. The Monterey County Branch NAACP is one of the designated organizations. Each month one or more departments presents their plan to the Commission at its regular monthly meeting.

Equal Opportunity and Civil Rights Advisory Commission Report
September 2023

In September the Civil Rights Office, Department of Social Services and Public Defender presented.  A summary of their plans is as follows:

The Civil Rights Office has a total of five employees.  All five are Hispanic. There is no diversity within the department. 100% have completed Civil Rights and Harassment and Discrimination training.

The Public Defenders Office reflects a total of 56 employees.  Of the 56, 3 (5.4%) are African American; 23 (41.1%) are White; 25 (44.6%) are Hispanic; 5 (8.9%) are Asian/Pacific islander. The department has one designated bilingual position (meaning you must speak Spanish to qualify for the position) and 18 who serve in bilingual categories. 100% of the Managers and 98% of non-managers have completed the Civil Rights and Harassment & Discrimination training.

The Department of Social Services Department has 789 employees.  Of the 789, 31 (3.9%) are African American; 112 (14.2%) are White; 602 (76.3%) are Hispanic; 33 (4.2%) are Asian/Pacific Island; 2 are American Indian.

Twenty-three African Americans applied in the reporting year, 4 met qualifications, 3 were placed on eligible to hire list, 3 were interviewed and zero were hired.  Thirteen either voluntarily left or retired, the report does not distinguish between the two categories.   

The Department has 68 positions receiving bilingual pay, but could not identify the actual designated number of bilingual positions (must speak Spanish to qualify) based on budget/necessity.  Currently, departments choose which and how many positions they wish to make designated bilingual.
